It aims to establish tourist development zone that can conduct various kinds of tourist activities to the picturesque site that is called as a Sinphyong Kumgang. 

It is located in the middle point of the Pyongyang-Wonsan tourist expressway and it contains some parts of Munsongjin ri, Sinphyong county in North Hwanghae Province that are located in the Tohwa stream basin and at the foot of Mt. Mannyon of the Ahobiryong range.

It is expected to develop into a modern mountainous tourist region equipped with an overall function for sightseeing, excursion, recreation sports, games, lodging, etc, by travelling along the course that can see beautiful landscape, various natural objects, historical forts on Mt. Talhae and Munsongjin of this region.
