It is a comprehensive economic development zone in combination with trade and tourism while majoring in international competitive industry. 

The island, in all, will be divided into two regions- one, an international commerce and tourist exhibition district in the upper stream of the Tuman’s and another one, industrial development district in the downstream of the river.

It is planned to form inspection section, bond section, exhibition hall, Eco greenhouse section, Food Street, folklore architectural section, recreation and recuperation places inside the international commerce and tourist exhibition district.

And it is planned to form advanced industrial section and normal industrial section inside the industrial development district.
