The  project  is  to  build  wind  farms  at  the  beachfront  of  Kosong  and Thongchon counties for meeting the demand for electric power in the Wonsan-Mt. Kumgang Inter- national Tourist Zone, the areas of Thongchon and Mt. Kumgang in particular. 

The wind blows harder in spring and winter. Preliminary survey of resources in these areas shows some places have a favourable wind velocity, which is apt for installing wind-driven generators. Nearby Wonsan Port and good road conditions facilitate the transport of facilities to the construction site.
